Blogger.com was created by Pyra Labs before Google bought them in 2003. The blogs are hosted by Google and are accessible via a blogspot.com subdomain.
A user-owned custom domain can also access blogs by utilising DNS services to point the domain to Google’s servers. A user’s account can have up to 100 blogs or webpages.
Prior to May 1, 2010, Google Blogger also allowed users to publish blogs and webpages through FTP to their own web hosting server. All of these blogs and websites needed to point their own domains at a blogspot.com subdomain or to Google’s servers using DNS.

It was claimed that the new post editor was less dependable than its predecessor. Google Blogger will gradually roll out an enhanced web experience in 2020.
