Justin is the holder of a Master’s in Public Law from the University of Lubumbashi. Lawyer at the Kinshasa/Gombe Bar since 1995 and Manager of Cabinet EL. He is a member of the Belgo Congolese Chamber of Commerce. Me Justin Lubo KASONGO is part of the Property Law Commission within the Union International des Avocats.

He specialises in Natural Resources Law, with over a decade of experience in the electricity sector, the structuring of infrastructure projects and in taxation. He participated in the development of major national and international projects, in particular in the field of Energy and industry.

Throughout his career, he had to exercise the functions of Director of Cabinet of the Minister of Decentralisation and Customary Affairs from 2015 to 2017, and from 2004 to 2008 Director of Cabinet of the Minister of Energy, in 2002 Legal Advisor of the Minister of Agriculture and in 2001 Advisor to the Minister of Land Affairs, Environment and Tourism.

His expertise in electricity law led him to be from 2006 to 2008, Coordinator of the PMEDE project: rehabilitation of the hydroelectric power stations of Inga 1 and 2, and construction of the second line Inga-Kinshasa (World Bank-ADB and EIB financing).

From 2013 to 2017, as a Member of the Board of Directors of the National Electricity Company, he participated in the drafting of several laws regulating of the electricity sector. And has coordinated several projects in this same sector.

Master Justin LUBO KASONGO excels in digital. His intellectual portfolio is provided with several training courses in digital law and in his practice. He has knowledge in drafting, negotiation and securing of the different IT contracts.
