Paula Hsião Yun Ling (林笑雲)

Paula Ling is a Senior Partner of Rato, Ling, Lei & Cortés – Advogados (Lektou), where she has been since 1993, holding the same position for ZLF Law Office, a first partnership-like joint law firm in Hengqin, Guangdong Province, formed by law firms from Hong Kong, Macau and Mainland China. She is also a Private Notary and China Attesting Officer and a cross-border Macau Lawyer recognized by the Justice Department of Guangdong.

Paula is an appointed member of the National People’s Congress of People’s Republic of China since 2008. She is also a Member of the Committee for the Basic Law of the Macau S.A.R. since 1999, under the Standing Committee of the National People’s Congress. Paula is an Arbitrator for the Zhuhai Arbitration Committee, the Commission on International Commercial Arbitration of the South of China and of the Arbitration Center of the Macau World Trade Center.

Manuela António

Manuela António is a well-known lawyer and private notary in Macau and the founding partner of the firm. Involved in every instance of all cases, she is the heart and soul of the firm since it opened in 1986.

Highly regarded for her consistent legal knowledge as well as pragmatic approach, Manuela has been involved in the major legal challenges that have been taking place in Macau, such as the public tender for the gaming concessions (acting for a tenderer) in 2002 and the listing abroad of several companies with subsidiaries operating in Macau.

Having a comprehensive insight of the law in Macau, Manuela is also particularly praised for her legal knowledge on Real Estate and Construction, Banking & Finance and Public and Administrative Law. She is also a very able litigator and supervises directly all cases related to dispute resolution, being often commended for her practical and balanced solutions.

More than benefiting from Manuela’s legal skills, clients also tend to compliment her business savvy and unique perspective of the Region and its culture. In fact, her experience in Macau dates back to 1982, after being invited to act as legal advisor at the Macau Finance Department and later as Chief of the Taxation and Excise Services of Macau. Manuela also gained exposure to the private sector by being appointed member of the Supervisory Board of TAP Air Portugal and legal consultant of major Portuguese jointly-owned companies (by the Government and private individuals), such as the largest highway concessionaire in Portugal and banks. She was also Assistant Professor at the University of Lisbon.

Dr. Jorge A. F. Godinho

Dr. Jorge A. F. Godinho is Associate Professor and Coordinator of the master’s program in International Business Law, Faculty of Law, University of Macau. He first arrived in Macau in 1991. He holds a PhD from the European University Institute in Florence with a thesis on patrimonial strategies of crime control (financing of terrorism, money laundering, confiscation, asset freezing, and detection mechanisms) and a master’s in Law from the University of Macau, with a thesis on the crime of money laundering. He is a law graduate of the University of Lisbon (1989). Previously, he was a lawyer (currently non-practicing), was in government, and is now an Associate Professor at the University of Macau. Current academic interests include gaming law (casino games of chance), civil and commercial law, and criminal law. Jorge Godinho has published a number of books and academic publications in Portuguese, English, and French. He translated the Macau Commercial Code into English. He has been published by publishing houses and in journals based in Macau, Portugal, Hong Kong, Italy, France, Belgium, Germany, the United States, and the United Kingdom. Jorge has spoken at conferences in Macau, Hong Kong, Tokyo, Singapore, Lake Tahoe, Maputo, Taipei, Barcelona, Nouméa, and Brussels. He speaks Portuguese, English, Spanish, French, and Italian.
